Speaker Biographies


Lynn Spivey is the Director of Utilities for the City of Plant City, Florida, with over 27 years of experience in water management, water and wastewater treatment, reclaimed water treatment for beneficial use, and potable reuse. She has worked in both the public and private sectors. Ms. Spivey holds a BS degree in Chemical Engineering from the University of South Florida. Ms. Spivey is currently the Past President of WateReuse Florida (2019, 2020), the Florida Potable Reuse Commission Chair (PRC), and a Florida Water Environment Association Director at Large. As Chair of the Florida PRC, Ms. Spivey oversaw the efforts to publish The Framework for the Implementation of Potable Reuse in Florida, which was published by WateReuse in January of 2020.


Laura Jacobs Donaldson, a Shareholder with Manson Bolves Donaldson Varn in its Tampa office, is a Florida Bar Board Certified City, County and Local Government attorney. She represents clients before legislative and executive branches of government as well as regional governments on water, local government, and environmental issues. Laura also serves as general and special counsel for many local governments, including having served as General Counsel for the Southwest Florida Water Management District. In addition, she assists public and private interests with water and environmental permitting issues as well as drafting complex and technical interlocal agreements, contracts, and other transaction documents.
